And MA plans are growing because of quirks in the law. Once a retiree enrolls in MA, they are locked out of pre-existing condition protections for Medigap (except a few states including NY and CT); they are bombarded with advertising promoting extra benefits which turn out to be mostly minimal; FFS Medicare has no out of pocket max making expensive Medigap plans necessary. Most initial enrollees don't even know their options.
